The author submits an article to the Managing Editor (David M. Cvet)

The Managing Editor implements the blind-review protocol, then passes the article to one of the Editors for preliminary review.

The Editor may return it to the Managing Editor with recommendations if it is not ready for consideration by the reviewers, or may reject it if the article is clearly not mission-relevant or of appropriate quality.

Otherwise, the Editor passes the article on to 2 reviewers selected from the journal’s list of reviewers; at least one of these should be an experienced academic/scholar; the other may be a junior scholar. The reviewers may reject the article if it is not appropriate for the journal; they may accept it essentially as is; they may send it back with requirements for authorial revision; or they may recommend substantial reworking and resubmission. If the two reviewers disagree, the Editor will decide on the appropriate action. The Editor shares the reviews with both reviews to help junior reviewers improve their skills.

The Editor passes the article back to the Managing Editor for implementation of the decision.
